We are saved sinners, once prodigals, who were lost & dead in sin but brought to our senses by the mercy and grace of the God/Man Jesus Christ.

Our Heart

Our heart is that the Lord would use us to minister to the many lost souls living homeless in the community. Through our God-give. compassion, resources and heart of service we want to help as many as God allows, back to Him. In the hopes that they would become worshippers of the living God. Seeking to know, love and serve Jesus in a church community.

We accomplish this by going out and meeting people where they are. Supplying resources, proclaiming the gospel and granting opportunities for believers and unbelievers to help the homeless together.

We pray for God to guide our steps and help us glorify Him through our obedience.

We know that salvation is of the Lord. We simply desire to be vessels of mercy God uses to reach the lost with His saving message.

Therefore, we are ambassadors for Christ, as though God were making an appeal through us; we beg you on behalf of Christ, be reconciled to God.

Our Mission

Luke 15:17 Outreach Ministry (L15) exists to share the Gospel with people far from God and pray that Jesus Christ would use us to draw them to Himself. We go out into the streets and meet people where they are. Needy, broken, lost, hopeless, enslaved to addictions. We share the Gospel, which is the good news of Jesus Christ. His perfect life, sacrificial death, resurrection and ascension. All the while meeting basic needs, seeking to disciple and helping them get connected with a church family.

All to the glory of God.

Our Convictions

We believe there is only 1 God who exists in 3 Persons. The Father, Son and Holy Spirit. Co-equal and co-existent. We believe that Jesus is the Son of the Living God and the only way of salvation. We believe the bible is the Word of God. It is a closed cannon, inerrant, sufficient and by which He speaks to us today.

We believe the 5 Solas of the Reformation. That salvation comes by grace alone, through faith alone, in Christ alone, according to Scripture alone, for the glory of God alone.

We believe that every human is made in the image of God and that’s where every persons value is found.

We believe everything the Bible teaches and strive to see everything through a biblical worldview. We believe in being doers of the word and in glorifying God through our walk. We serve sacrificially and, by Gods grace, are unashamed of the gospel.

We seek to give hope & love our neighbors. We believe no one is beyond the saving grace of our God.

All Scripture is inspired by God and profitable for teaching, for reproof, for correction, for training in righteousness; so that the man of God may be adequate, equipped for every good work.

How We Got Started

Our Founder

Luke 15 Outreach Ministry (L15) was founded by Justin Harvey in the early days of the 2020 when our way of life was changed forever. Lockdowns were put in to place, fear started being pumped through news and social media and many people were too afraid to leave home to get the things they needed to survive. As crime rates started to skyrocket, drugs and violence flooded the streets he decided to go out and help as many people as he could. That was the start of the L15 ministry. Initially, he rallied his Christian friends and family to help fund getting gloves, masks, hand sanitizer, food, hygiene and other supplies that he could deliver to the poor, homeless and people too scared to leave thier homes. He later formed a non-profit and partnered with Midwest foodbank which enabled him to start delivering food boxes and feeding the poor and homless on a largerscale. Since then Justin and the ministry has established relationships with many churches, spiritual leaders, public servants, shelters, transitional facilities, faith-based recovery programs and a number of Christian people that just enjoy helping people in the name of Jesus.
